Khadgajeet Baral (Nepali:खड्गजीत बराल)OGDB,OTSP (April 17, 1928 – May 19, 2021) was a Nepalese police officer,diplomat, and sports promoter who served as theInspector General of Nepal Police,[3] (IGP) and contributed significantly to law enforcement, diplomacy, and sports in Nepal. Appointed IGP at the age of 43, he was among the youngest to hold the position, introducing several reforms and pioneering initiatives such as theNepal Police Flying Squad. Baral also served asAmbassador of Nepal toBurma,Indonesia andFrench Indochina (Laos,Cambodia andVietnam),[4]as achief liaison officer of theUnited Nations Transitional Authority in Cambodia (UNTAC).[5][6][7]
As a prominent figure in sports promotion, he played a key role in developing judo, hockey, and badminton in Nepal. After his retirement, he remained active in community service and sports, leaving a lasting impact on Nepalese society.
Khadgajeet Baral was promoted toInspector General of Police (IGP) at the age of 43, becoming one of the youngestpolice chiefs in the history of Nepal.[8][9] He was the firstpost graduate police officer to be recommended by the then 'NationalPublic Service Commission'[10] toHis Majesty's Government as the Inspector-General of Police.[11]
IGP Baral and his predecessor, IGPRom Bahadur Thapa, are the only pair to remain chiefs for a period of six years, the standard tenure being four years.[12][13]
During his tenure as police chief,[14][15] Baral was recognised for his significant contributions to the administrative sectors of theNepal Police. The establishments of theKanun Sakha andEngineering Sakha in the Nepal Police Headquarters are a few of his accomplishments. He established the Nepal Police Mountaineering & Adventure Foundation; it conquered many Himalayan peaks, exclusively by Nepalese mountaineers; the Tukuche Himal (6,921m) and Pabil Himal (7,104m) conquered in 1976 A.D. and 1978 A.D. respectively are prime examples.[16][17] The construction of theBirendra Police Hospital (present-day Nepal Police Hospital) also commenced in his tenure.[18]I.G.P. Baral's remarkable establishment of theNepal Police Flying Squad in 1975, which consisted of four imported state-of-the-art vehicles fromChina and about a dozen elite Nepalese officers, for crime prevention, is considered admirable even now.[19][20]
I.G.P. Baral was a major reformist in Nepal Police.[21][22][23][24][25] He had maderations available to all of the low-ranking policepersonnel and made the provision ofbarracks possible. In order to manage the busy traffic in theKathmandu valley, he introduced 'Mounted Police', i.e.traffic police officers on horses.[26]
During the reign of the thenKing Birendra, Khadgajeet Baral had been appointed theRoyalAmbassador of Nepal toBurma (Myanmar) for a six-year tenure.[27]
Khadgajeet Baral had also been accredited theRoyalAmbassador ofNepal toCambodia,Laos andVietnam during the same time when he had been the ambassador toMyanmar.
During Ambassador Baral's six-year tenure as anaccredited ambassador to French Indo-China and Indonesia, some political tension had arisen between the neighboring countriesIndonesia andMalaysia. K.J.S. Baral had used this an opportunity to make use of his diplomatic skills to establishdiplomatic relations between Nepal and Indonesia.[28]
Baral had also served as the Vice President of theNepal Badminton Association after his retirement fromlaw enforcement.[29][30]
Baral had served as the President of theNepal Judo Association for six years during the 1990s. During his tenure as president, many reforms were introduced in Nepalese Judo. During the second 'Rajiv Gandhi International Judo Championship' of 1995, the then President Baral had led a Judo team from Nepal to compete during the championship.[31][32]
Baral is responsible for introducinghockey and making it famous in Nepal, and as such, is regarded as thePioneer of Nepalese Hockey.[33]
Rtd. Hon. Khadgajeet Baral was an active member of "TheRotary Club Of Pashupati"[34][35][36] and an active golfer at theRoyal Nepal Golf Club (RNGC).[37][38][39][40]
