Justin Nsengiyumva (born 1970 or 1971)[1] is a Rwandan banker and politician serving as the currentPrime Minister of Rwanda since 25 July 2025.
Nsengiyumva was born in October 1971.[2][3][1] He received abachelor's degree from theCatholic University of Eastern Africa.[1] He worked as one of the senior trade negotiators for the Rwandan government before becoming Permanent Secretary of the Ministry of Trade and Industry.[4] After that, he served as Permanent Secretary in theMinistry of Education before leaving the post in 2008.[1] In November 2008, he was arrested and later convicted on corruption charges.[1][5] Afterwards, he left Rwanda for Kenya, where he earned amaster's degree from theUniversity of Nairobi.[1]
After Nsengiyumva graduated from the University of Nairobi, he moved to the United Kingdom and received UK citizenship.[1] There, he attended theUniversity of Leicester, receiving aDoctor of Philosophy degree.[1] He worked as a graduate teaching assistant while at Leicester and later served as governor ofAll Hallows Roman Catholic High School inSalford.[6] Nsengiyumva worked for the organizationRefugee Action for five years as a policy and research development manager and served as a national trustee with the Greater Manchester Immigration Aid Unit.[6] He also served as community governor atSir John Deane's College.[6]
Nsengiyumva also worked as acivil servant in the British government, serving as an economist for theDepartment for Work and Pensions and then as senior economic advisor at theOffice of Rail and Road, the regulator of British railways.[7] After having been away from Rwanda since 2008, he returned in 2025 and was named deputy governor of theNational Bank of Rwanda by PresidentPaul Kagame in February 2025.[1][7] He had previously been pardoned along with 380 others by Kagame in 2023.[5] On 23 July 2025, Kagame appointed Nsengiyumva the newPrime Minister of Rwanda, replacingÉdouard Ngirente.[1]
