Joseph Clovis Louis Marie Emmanuel Pholien (French pronunciation:[ʒozɛfklɔvislwimaʁiemanɥɛlfɔljɛ̃]; 28 December 1884 – 4 January 1968) was a BelgianCatholic politician and member of thePSC-CVP. He was born inLiège, and volunteered to serve with theBelgian army duringWorld War I, being commissioned as afirst lieutenant. He was the minister of Justice underPaul-Henri Spaak from May 1938 to February 1939 and was theprime minister of Belgium from 16 August 1950 to 15 January 1952. In 1966, he became aminister of State.
His term as prime minister is notable for seeing the departure of theBelgian United Nations Command (BUNC) to fight in theKorean War (1950–1953).
He was the last Christian Democrat prime minister from Wallonia.
