He served in the Ordnance Department of theUnited States Army duringWorld War I, and later was chief of the legal section of the finance division of the Army Air Corps.[1] He received a law degree fromHarvard Law School in 1920. He went on to practice law inCincinnati, Ohio and served on the faculty of theUniversity of Cincinnati College of Law. The governor appointed Bevis to theOhio Supreme Court in 1933 to fill a vacancy. Bevis did not run for election to a full term and accepted a position asZiegler Professor in Law and Government on the faculty of Harvard in business and public administration. During his tenure as President of the Ohio State University, Bevis, having served as a civilian in ordnance and the legal section of theAir Service, refused to cap the number of veterans admitted under theGI Bill, as other colleges had done.
