Hasheem Ahmad Siddiqui[1] (born28 December 1997) is an Indian Islamic scholar and religious leader. He was appointed as theShahar Qazi (City Qazi) of Dehradun, Uttarakhand, on 28 November 2025. Prior to this appointment, he served in religious, educational, and mosque-based roles inDeoband andDehradun, including as theNaib Imam (Deputy Imam) of Jama Masjid Paltan Bazaar, Dehradun from November 2023.
Siddiqui was born in Deoband, a town widely known for its historic tradition of Islamic scholarship. He received his formal religious education fromDarul Uloom Waqf Deoband, one of the most influential Sunni Islamic seminaries in South Asia.[2]
After completing his education, Siddiqui began his professional religious work withHujjatul Islam Academy, where he remained associated for approximately three years. During this period, he was involved in religious teaching and scholarly activities.
He later served for about one year as anImam at Kamal Shah Masjid, Deoband, where he led congregational prayers and participated in community religious life.
In November 2023, Siddiqui was appointed as theNaib Imam (Deputy Imam) of Jama Masjid Paltan Bazaar, Dehradun. In this role, he assisted in conducting prayers, delivering sermons, and supporting the religious administration of one of Dehradun's most prominent mosques.
On28 November 2025, the management committee ofJama Masjid Paltan Bazaar, Dehradun announced Siddiqui's appointment as theImam ofJama Masjid Paltan Bazaar, Imam of Idgah Bindal pul andShahar Qazi ofDehradun following the demise of the previous Shahar Qazi, Maulana Mohammad Ahmad Qasmi. The announcement was made after Friday prayers, during which Siddiqui was ceremonially honoured with a traditional turban (pagri).[3]
The appointment received wide coverage in regional media. Some reports noted that theUttarakhand Waqf Board initially raised procedural questions regarding the appointment. Subsequently, the board clarified that the post of Shahar Qazi is a religious and community-based position and does not fall under its direct administrative jurisdiction, leaving the matter to mosque management committees and the community.[4]
Following his appointment, Siddiqui received congratulations from religious scholars, social workers, and representatives of various community organisations. Media reports stated that several delegations met him to convey their best wishes and express confidence in his leadership.[5]
As Shahar Qazi, Siddiqui's role involves providing religious guidance, overseeing Islamic practices, and assisting in matters related to community harmony and mediation. In local usage, he is sometimes informally referred to as theShahi Imam of Dehradun due to his association with Jama Masjid Paltan Bazaar, though this is not a formally designated title.
