TheGovernment of Nunavut (Inuinnaqtun:Nunavut Kavamanga;French:gouvernement du Nunavut) is the body responsible for the administration of theCanadian territory ofNunavut. In modern Canadian use, the termGovernment of Nunavut refers specifically to the executive—politicalministers of the Crown (the Cabinet/Executive Council) who are appointed on theadvice of thepremier. Ministers direct thenon-partisancivil service, who staff ministries and agencies to deliver government policies, programs, and services. The executive corporately brands itself as theGovernment of Nunavut.
Nunavut operates as aconsensus government.[1] Thepremier of Nunavut is elected by theLegislative Assembly and ministers are selected by the Legislative Assembly, but their portfolios are assigned by the Premier.[1]
The powers ofthe Crown are vested in the federal government and are exercised by thecommissioner of Nunavut. Theadvice of the premier andExecutive Council is typically binding.
The Commissioner is appointed by theprime minister of Canada.[2] Thus, it is typically the commissioner whom the premier and ministers advise, exercising much of theprerogative and granting assent.[3]The executive power is vested in the Crown and exercised "in-Council", meaning on the advice of the Executive Council; conventionally, this is the Cabinet, which is chaired by the premier and comprisesministers of the Crown.
The termGovernment of Nunavut, refers to the activities of theCommissioner. The day-to-day operation and activities of the Government of Nunavut are performed by the territorial departments and agencies, staffed by thenon-partisan public service, and directed by the elected government.
The premier of Nunavut is theprimaryminister of the Crown. The premier acts as thehead of government for the territory, chairsCabinet, andadvises the Commissioner on the exercise ofexecutive power and much of the powers ofprerogative.[4] The premier has no powers to dismiss ministers.[5] Once sworn in, the premier holds office until either they resign or removed by the Commissioner after either amotion of no confidence or defeat in their constituency in ageneral election.[6]
