Elbeuf (French pronunciation:[ɛlbœf]) is acommune in theSeine-Maritimedepartment in theNormandyregion in northernFrance.
Alight industrial town situated by the banks of theSeine some 11 miles (18 km) south ofRouen at the junction of the D7, D321 and the D313 roads.The commune's territory is largely residential to the north but the southern section is covered by thickwoodland. Its position by ameander of the Seine leaves the town susceptible to flooding.
The first written record of the town was in the 10th century, on a map ofRichard I of Normandy, under the name "Wellebou".[citation needed] It passed into the hands of the houses ofRieux andLorraine, and was raised to the rank of aduchy in thepeerage of France byHenry III in favour ofCharles de Lorraine. The last duke of Elbeuf wasCharles Eugène of Lorraine.[3]
The population in 1841 was 14,646 inhabitants.[4]

The area public senior high schools/sixth-form colleges are Lycée André Maurois and Lycée Ferdinand Buisson. There is a private junior-senior high school, Groupe scolaire Fénelon, and a private senior high school, Lycée professionnel privé Notre-Dame. For post-secondary, there is aUniversity technical institute programme available.[7]
