Biography

[edit]

He ran for public office, as aLaurier Liberal, in the1917 federal election held as a result of theConscription Crisis of 1917, but was defeated in theriding ofOxford North.

By 1921, he had changed allegiances to theConservatives and, in the1925 general election, won the seat of Oxford North and became a ToryMember of Parliament in theHouse of Commons of Canada. He was defeated, however, in the1926 general election which returned theLiberals underWilliam Lyon Mackenzie King to power following theKing-Byng Affair.

Sutherland returned to Parliament as a result of the1930 general election which was won by the Conservatives underR. B. Bennett. Bennett appointed Matheson toCabinet asMinister of National Defence. In 1934, with the country reeling from theGreat Depression, Bennett, asprime minister, instituted his own version ofFranklin D. Roosevelt'sNew Deal. He appointed Sutherland asMinister of Pensions and National Health. Bennett's reforms were insufficient to appease an unruly electorate, however, and the Bennett government was defeated in the1935 general election. Sutherland lost his ownparliamentary seat.
