Thedove is an allusion to the testimony ofPeter the Deacon who said that he oftentimes saw theHoly Ghost in the form of a dove hover above the saint while he dictated his works. Therose symbolizesOur Lady of Peñafrancia to whom all Bicolanos have a great devotion. Thelily at the base represents theImmaculate Conception, the patroness of the principal church ofVirac, Catanduanes inCatanduanes which belongs to the diocese (until 1974).[5]
