TheCity of Sheffield is ametropolitan borough withcity status inSouth Yorkshire, England. The metropolitan borough includes the administrative centre ofSheffield, the town ofStocksbridge and the larger village ofChapeltown and part of thePeak District.[7] It has a population of 582,493 (2024),[4] making it technically the fourthlargest city in England by population[citation needed] behindBirmingham,Leeds andManchester, sinceLondon is not considered a single entity.[citation needed] It is governed bySheffield City Council.
The current city boundaries were set on 1 April 1974 by the provisions of theLocal Government Act 1972, as part of a reform oflocal government in England. The city is amerger of two former local government districts; the unitaryCity and County Borough of Sheffield combined with theurban district ofStocksbridge and parts of therural district ofWortley from theWest Riding of Yorkshire.[8]
For its first 12 years, the city had a two-tier system of local government; Sheffield City Council shared power withSouth Yorkshire County Council. Since theLocal Government Act 1985 Sheffield City Council has effectively been aunitary authority, serving as the soleexecutive,deliberative andlegislative body responsible for local policy, settingcouncil tax, and allocating budget in the city, and is a member of theSheffield City Region Partnership. The City of Sheffield is divided into threecivil parishes and a singleunparished area.
The present city boundaries were set in 1974 (with slight modification in 1994), when the formercounty borough of Sheffield merged withStocksbridgeUrban District and two parishes from theWortley Rural District.[9] This area includes a significant part of the countryside surrounding the main urban region. Roughly a third of Sheffield lies in thePeak District National Park. No other English city had parts of a national park within its boundary,[10] until the creation in March 2010 of theSouth Downs National Park, part of which lies withinBrighton and Hove.
Sheffield City Council is the local authority for the district. The council is composed of 84 councillors, three for each of the city's 28wards. It is currently underNo Overall Control. The city was under Labour control from its creation until 1999, when the Liberal Democrats took control of the council. The Labour Party regained control of the council in 2002 with power shifting back to the Liberal Democrats in 2008. However, Labour took control once again in 2011. Following the 2021 elections, the council is now in No Overall Control. As ametropolitan county, South Yorkshire does not have a county council, so Sheffield City Council is the primary provider of local government services. The district forms part of theYorkshire and the Humber region of England.
The area of the former county borough of Sheffield isunparished with no lower tier of government and there are threecivil parishes withparish councils, the lowest tier of local government. The civil parishes are:[11]Bradfield,Ecclesfield andStocksbridge.
The district is represented by fiveMPs, for the constituencies ofSheffield Brightside and Hillsborough,Sheffield Central,Sheffield Hallam,Sheffield Heeley, andSheffield South East, all currently represented byLabour. The constituency ofPenistone and Stocksbridge is partially in the City of Sheffield and is also represented by the Labour Party.
The latest (2024) population estimate for the City of Sheffield is 582,493 residents.[12]
Parts of the city are covered by theSheffield Supertramlight railtram network.
