TheChina International Development Cooperation Agency (CIDCA), branded asChina Aid,[1] is the foreign aid and international development agency ofChina. It is a deputy ministerial-level agency affiliated with theState Council. Its headquarters are inDongcheng, Beijing.

History

On 17 March 2018, the first session of the13th National People's Congress adopted a plan as part of thedeepening the reform of the Party and state institutions that stipulated the creation of CIDCA.[2] On 18 April 2018, the CIDCA held an unveiling ceremony at which director of theCentral Foreign Affairs Commission OffıceYang Jiechi andMinister of Foreign AffairsWang Yi delivered a speech. After the unveiling ceremony, the CIDCA held its founding meeting.[3]

The agency was created to "achieve better coordination and greater impact" ofChina's aid programs, particularly in support of theBelt and Road Initiative. It was formerly the Department of Foreign Aid of theMinistry of Commerce (MOFCOM).[4][5]

Former vice foreign ministerLuo Zhaohui was appointed CIDCA's director in 2021.[6]: 74 

As of at least 2024, CIDCA has placed greater emphasis on using foreign aid to advanceforeign policy objectives as opposed toforeign trade objectives.[6]: 18 

Functions

The CIDCA is China's principle foreign aid agency, and is in charge of foreign aid policy, foreign aid reform, and the planning, negotiation, monitoring, and evaluation of various foreign aid projects.[7] In December 2021, the jointMeasures for the Administration of Foreign Aid issued by CIDCA, MOFCOM, and theMinistry of Foreign Affairs state that CIDCA is in charge of drafting aid policies, guidelines, annual plans, and budgets.[6]: 146–147  According to theMeasures, MOFCOM is in charge of implementing foreign aid projects and selecting the firms to undertake them while the Ministry of Foreign Affairs makes recommendations based on diplomatic needs and its consulates and embassies supervise overseas projects.[6]: 146–147 

Organizational structure

The CIDCA is a deputy ministerial-level agency affiliated with theState Council.[8] Its headquarters are inDongcheng District.[9] It operates under the supervision of theMinister of Foreign Affairs under their capacity asState Councilor.[7] According to the "Regulations on the Functional Configuration, Internal Organizations and Staffing of the National International Development Cooperation Agency", the internal organization of the International Development Cooperation Agency is at the deputy department–bureau level, and the following organizations are set up:[10]
