Brazil–Cuba relations areBilateralism andDiplomacy of theSovereign States ofBrazil andCuba.
After the1964 Brazilian coup, themilitary regime inBrazil severed diplomatic relations withCuba, which were only restored after Brazil'sredemocratization in 1986.
Brazilian PresidentLula da Silva and Cuban presidentFidel Castro were longtime friends.[1][2] Under Lula, Brazil provided money and corporate support to Cuba.[3][4] The state-controlled Brazilian oil companyPetrobras studied the possibility of drilling for oil off of Cuba, while theOdebrecht construction firm headed a revamp of the Cuban port ofMariel into the island's main commercial port.[4][5] Brazil's state-runBrazilian Development Bank gave $300 million to Odebrecht to build new roads, rail lines, wharves, and warehouses at Mariel.[4] Brazil also offered Cuba up to $1 billion incredit lines to pay for Brazilian goods and services.[5]
During a January 2008state visit to Cuba by Lula, the Brazilian leader expressed desire for his country to be Cuba's "number one partner".[6]
In May 2008 following a meeting of theirforeign ministers, it was described as "excellent".[6]
After the election ofJair Bolsonaro in the2018 Brazilian general election, relations between Cuba and Brazil worsened, exemplified by the cessation of the program agreed to by the governments ofDilma Rousseff andRaúl Castro forCuban doctors to provide medical treatment to tens of millions of poor andindigenous Brazilians.[7] President Bolsonaro ended theMais Medicos (More Doctors) programme, and thousands of Cuban doctors left Brazil.[8][9]
In addition, in November 2019, Brazil for the first time voted against an annualUnited Nations resolution condemning and calling for an end to theUnited States' economic embargo on Cuba.[10]
In September 2023, Lula called Cuba a "victim" of an "illegal"United States embargo against Cuba.[11][12] He also denounced the inclusion of Cuba on theUS list of state sponsors of terrorism.[11][13]
