TheIdaho Open Primary measure orIdaho Proposition 1[1] was aballot initiative in the state ofIdaho that was defeated on November 5, 2024, as part of the2024 United States elections. If enacted, the initiative would have ended Idaho's system ofclosed primaries, replacing it with atop-four primary, and implement aranked-choice voting system for the general election to replace the currentplurality voting system.[2] This would apply to congressional, gubernatorial, and state and county elected offices.[3] Top-four primaries with ranked-choice general elections are currently in use inAlaska. The proposition was certified for the ballot on July 10, 2024.
