Notes:
  1. ^abReserve teams are ineligible for promotion.
  2. ^abBefore the start of the season Flora Rakvere were docked two points and Tallinna Kalev were docked five points, both because of licensing problems.[1] After the appeal, Kalev's deduction was reduced to four points.[2]
