  1. ^Shannon was the leader of the Labour Party group as of this meeting on the 23 April 1998[2] and at a meeting held just after the election[3]
  2. ^Bednell was still leader of the Conservative group in the last meeting before the election[2] and the first meeting just after the election[3]
  3. ^Shannon was first mentioned as leader of the Labour Group in the minutes of a meeting[4] that took place on 19 Feb 1998
  4. ^Bednell was first referenced as leader of the Harrow Conservative Group in the minutes of a meeting held on 18 July 1996, so at some time between the last meeting on the 25 April 1996 and then she replaced Cllr Romain as leader[5]
  5. ^Noyce was identified as leader of the Liberal Democrats in Harrow Council in the minutes of the last meeting held before the election on 23 April 1998[2]
  6. ^Cripps was referenced as a leader of the Independent Residents Group both in a meeting held just before the election On 23 April 1998[2] and in the first meeting after the election on 20 May 1998[3]
  7. ^The earliest mention by name of Noyce being the leader of the Liberal Democrats is from am meeting held on the 14 July 1994,[6] however he was briefly replaced By Cllr. Wiseman from 18 July 1996[7] until sometime between 17 July 1997[8] and the 7 November 1997
  8. ^The earliest reference to Cllr. Cripps being the leader is in the minutes of a meeting that took place on the 23 April 1998[9]
  9. ^Cowan was a sitting councillor representing theKenton West ward
  10. ^Rogers was originally elected as a Conservative but has since switched allegiance to the Liberal Democrats
  11. ^Thomas was elected in a by-election triggered by the resignation of Cllr. Derek R. Wiseman[14]
  12. ^Davies was a sitting councillor representing theKenton East ward
  13. ^Chamberlain was a sitting councillor representing theMarlborough ward
