The1991 State of the Union Address was given by the 41stpresident of the United States,George H. W. Bush, on January 29, 1991, at 9:00 p.m.EST, in the chamber of theUnited States House of Representatives to the102nd United States Congress. It was Bush's secondState of the Union Address and histhird speech to ajoint session of the United States Congress. Presiding over this joint session was theHouse speaker,Tom Foley, accompanied byDan Quayle, thevice president, in his capacity as thepresident of the Senate.
The speech lasted approximately 48 minutes,[1] and contained 3823 words.[2]
TheDemocratic Partyresponse was delivered by SenatorGeorge Mitchell (ME).[3]
Manuel Lujan, theSecretary of the Interior, served as thedesignated survivor.[4]
The address opens with the President condemning Saddam Hussein'sinvasion of Kuwait and hailed the end of theCold War.
In domestic matters, the President advocated for stronger civil rights, his administration enacted the1991 Civil Rights Act.[5]
