The1988Virginia State Elections took place onElection Day, November 8, 1988, the same day as theU.S. Senate andU.S. House elections in the state. The only statewide election on the ballot was onereferendum. Because Virginia state elections are held on off-years, no statewide officers or state legislative elections were held. The referendum wasreferred to the voters by theVirginia General Assembly.[1]
This referendum asked voters to approve legislation that would legalize and regulateparimutuel betting onhorse racing. Voters had previously rejected the measure in1978.Greyhound racing was already legal but was outlawed in 1995, although it remains legal inWest Virginia.
