The78th Massachusetts General Court, consisting of theMassachusetts Senate and theMassachusetts House of Representatives, met in 1857 during thegovernorship ofHenry Gardner.Charles Wentworth Upham served aspresident of the Senate andCharles A. Phelps served asspeaker of the House.[3]
