İhsan Sabri Çağlayangil (1 January 1908,Istanbul – 30 December 1993,Ankara,Turkey) was aTurkishpolitician anddiplomat who served asActing President of Turkey in 1980, from theJustice Party (Turkish:Adalet Partisi). He also served asMinister of Foreign Affairs three times in the 1960s and 1970s.[2]
Çağlayangil was born inIstanbul in 1908 as the son of a man named M. Sabri.[3] He graduated from Saint-Joseph High School.[4] Then he entered the School of Law atIstanbul University and graduated in 1932.[5]
He was married to Firuzende Çağlayangil starting in 1953 and had a daughter named Fatma Itir Çağlayangil.[1]
After completing his studies he became a civil servant and was in charge of the arrangements for the trial and the hanging ofSeyit Riza and several Kurdish leaders of theDersim Rebellion.[6] In 1948 he became governor of theYozgat province, which was followed by stints as governor ofÇanakkale in 1953 thenSivas in 1954 until he went to Bursa.[3] Çağlayangil wasGovernor of Bursa Province from 1954 to 1960.[7]
He served asMinister of Labour and Social Security in the29th government of Turkey, a caretaker government prior to the1965 general election.[8] After the election he served as theMinister of Foreign Affairs ofTurkey from 1965 to 1971, until the1971 coup.[1]
He wasMinister of Foreign Affairs again in 1975–1977, and 1977–1978.[1] In March 1977, in his role as Minister of Foreign Affairs, he visited theUSSR where an agreement was reached between Turkey and the country for long-term economic, scientific, and technical cooperation.[9] Çağlayangil wasChairman of the Senate from November 7, 1979 to September 12, 1980 (the1980 coup).[1] In this capacity he was ActingPresident of Turkey afterFahri Korutürk's term expired on 6 April 1980.[1] He was a member of theJustice Party (Turkish:Adalet Partisi).[2]
