Perry was a graduate ofNorthwestern Military and Naval Academy and ofBoston University.

Perry was the former co-Director of the Washington, D.C., London, and Beirut-based Conflicts Forum,[12] which specializes in engaging with Islamist movements in the Levant in dialogue with the West. Perry served as co-Director for over five years. A detailed five-part series on this experience was published by theAsia Times in March and in July 2006.[13] Perry served as an unofficial advisor toPLO Chairman andPalestinian PresidentYasser Arafat from 1989 to 2004.[14][15]

Perry appeared on numerous national and international televised forums. He was a frequent guest commentator and expert onAl-Jazeera television, appeared regularly onCNN’sThe International Hour and onSpecial Assignment. Perry’s work on theCIA’s program to destabilize the Saddam Hussein regime, originally published byRegardies magazine, was the basis for an award winning BBCPanorama production of “The Intelligence War Against Iraq”. His son,Cal Perry,[16] was a CNN Mideast correspondent andal-Jazeera's Jerusalem correspondent.

Perry’s books have met with critical acclaim fromKirkus Reviews,The Washington Post,The New York Review of Books,The New York Times,The New Yorker, and many other publications. He has served as editor of Washington D.C.’sCity Paper,[17] andThe VVA Veteran, the largest circulation newspaper for veterans.[18]

Perry was also Washington correspondent forThe Palestine Report,[19] and was a senior fellow at theJerusalem Media and Communications Center.[20]

Perry was a senior foreign policy analyst forVietnam Veterans of America Foundation (VVAF).[21] VVAF, an international humanitarian organization, co-founded theInternational Campaign to Ban Landmines, the 1997Nobel Peace Prize recipient.[22] Perry served as the political director for the VVAF’s Campaign for a Landmine Free World.

Perry served as a senior analyst at theQuincy Institute for Responsible Statecraft.[23]

Israeli journalistEhud Yaari described him as "veteran anti-Israel warrior".[24][25]
