In accordance with obligations under the United Nations Rotterdam Convention, of which the PIC Regulation is the EU implementation, other Parties to the Convention should notify exports from their country to the EU for chemicals which are banned or severely restricted on their territory. These are import notifications from the perspective of the EU.
The public details of all such notifications are available in this dataset here. Details of the import notifications are published in several views, for convenience, as follows:
Import notifications
The import notifications view shows all import notifications, giving the identity of the chemical / mixture / article imported, the origin and destination countries, and the import year. Clicking on the identity shown links to more details.
These additional details will show the content(s) of the imported material subject to the Rotterdam Convention (or the PIC Regulation where applicable). For example, in the case of a mixture if there are three relevant constituents then all three will be shown.
Summary by origin
This view gives an overview of import notifications made by country of origin – i.e. by the non-EU member state from which the import was made to the EU.
Summary by destination
This view gives an overview of import notifications made by country of destination – i.e. by the EU country to which the import was made.
Note relating to Brexit
The United Kingdom withdrew from the European Union (EU) on 31 January 2020; however, in accordance with the Withdrawal Agreement, EU law continued to apply to that territory until 31 December 2020.
In searching for import notifications made to the United Kingdom until 31 December 2020, please note that the United Kingdom is listed as an “Importing Country”.
As of 1 January 2021, a distinction is drawn between the“United Kingdom (Great Britain)” and the“United Kingdom (Northern Ireland)”. This reflects the Protocol on Ireland / Northern Ireland – and the fact that the PIC Regulation continues to apply to Northern Ireland. Specifically, as of 1 January 2021, the“United Kingdom (Great Britain)” is listed as an“Exporting Country” for imports to the EU from the United Kingdom (Great Britain). By contrast, the"United Kingdom (Northern Ireland)” is listed as an“Importing Country”.

User Interface
In all data views, if relevant, it is possible to use the following controls:
- Summary – giving informative counts based on the results presented; either the full dataset or a filtered set of search results.
- Search – allowing filtering by various search criteria. Criteria include:
- Import administrative details – search by the identity of the imported material, its origin, destination, or import year.
- Substance identity – search by any substance identifier of any kind (e.g. EC, CAS, Index number, IUPAC, CAS, or other names, etc.)
- Multiple search criteria provided will be combined with AND logic, meaning that the search will return results whereall of the selected criteria are true.
- Export – allowing the set of results presented to be exported in various formats, XLSX, CSV, or XML.
- Feedback – linking to the appropriate ECHA contact form so questions or comments can be sent to the ECHA helpdesk.
- Help – opening a modal popup window with some information about the data presented and the options to interact with the data.
