Activities under IPA
activities under ipa - intro
Activities implemented under the Instrument for Pre-accession Assistance (IPA) are funded by the European Union. These ECHA-driven projects provide capacity building for the European Union candidate and potential candidate countries to support their implementation of the EU chemicals legislation, and cooperation with ECHA.
Current IPA beneficiaries are:
Albania, Bosnia and Herzegovina, Kosovo *, Montenegro, North Macedonia, Serbia and Türkiye.
*This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence
ECHA has been active in capacity building projects in the Western Balkans and Türkiye since 2009.

Forum Open Session

Biocidal Products regulation and tools

During the event, ECHA experts provided the audience with an overview of the main concepts of the BPR Regulation. They also offered a demonstration on how to prepare an application for biocidal products authorisations and a Summary of the biocidal Product Characteristics (SPC) in IUCLID. The Swedish Chemicals Agency (KEMI) presented a case study on the evaluation of application for authorisations of biocidal products. The IPA beneficiaries also had the opportunity to share an overview of their national laws on biocides.

CLP revision

The aim of the training was to provide a general introduction of the CLP regulation and an overview of the CLP revision.
IT Tools Training

The training gave an overview of the processes and tools ECHA uses to gather, register and disseminate the data received by the industry. It also included presentations on PIC, EUCLEF and offered a practical session for Poison centres and Biocides.
IPA 2023 - 2026 translations
The translation of key documents is an activity foreseen under IPA. The translation of those documents support the capacity building activities on enforcement. The authorities of the seven beneficiaries are encouraged to share the translations by publishing them on their own websites in order to reach a wider audience and raise awareness in this area.
December 2023
The first document translated under the IPA project is entitled ‘REACH-EN-FORCE – 7: Enforcement of Registration obligations after the last registration deadline in cooperation with customs authorities including the verification of the strictly control conditions applicable to the substances registered as intermediates.
The REACH-EN-FORCE – 7 project focused on the duty to register substances manufactured or placed on the market in all tonnage bands exceeding one tonne per year.

The second document translated under the IPA project is titled ‘BEF-1 Report - Report of the first harmonised enforcement project on treated articles’.
This report results from the first harmonised enforcement project (BEF-1) that was held under the umbrella of the BPR Subgroup of the Forum for exchange of information on enforcement (BPRS). The BEF-1 project focused on the labelling obligations for treated articles (TAs), and the presence of legal or illegal active substances in TAs in accordance with the Biocidal Products Regulation (EU) No 528/2012 (BPR). The objectives of the BEF-1 were to check compliance and to assess awareness and competences among the actors placing and making TAs available on the EU market.
