Enforcement Forum
The Forum of the European Chemicals Agency

The Forum for Exchange of Information on Enforcement (Forum) is a network of authorities responsible for the enforcement of the REACH, CLP, and PIC, POP and Biocidal Product regulations. Enforcement is the competence of the Member States and it is conducted by the national inspectorates. The role of the Forum is to harmonise and strengthen the national enforcement at the EU level.

Tasks of the Forum
The Forum harmonises and strengthens enforcement through action in several areas:
- Coordinated enforcement projects – practical enforcement campaigns carried out in EU and EEA countries to harmonise enforcement, check levels of compliance and build enforcement experience
- Trainings for inspectors – practical training in enforcement that can be delivered to even 1000 inspectors each year
- Harmonising enforcement practice – this includes delivering practical guides for inspectors, framework strategies or manual of conclusions with agreed approaches to practical enforcement questions. Forum also delivers tools for inspectors such as compendium of analytical methods for control of restrictions
- Advice on REACH restrictions – delivering enforceability advice for restriction proposal under REACH
- Liaising with stakeholders – engaging with partners from industry, NGOs and authorities to collaborate on improving compliance
Forum enforcement - Composition
Composition
The Forum is composed of:
- 27 members from EU Member States
- 3 members from Iceland, Liechtenstein and Norway without voting rights
The Forum elects its own Chair and two Vice-Chairs among the members of the Forum. The current Chair is MrHenrik Hedlund (SE) and the Vice-Chairs are MsKatja vom Hofe (DE) and MsMaria Orphanou (CY).
The Forum’s BPR Subgroup (BPRS) also elects its own Chair and one Vice-Chair from among its members. The current Chair is MrHelmut de Vos (BE) and the Vice-Chairs are MrEugen Anwander (AT) and MsJenny Karlsson (SE).
