Abstract

This paper summarises ●● why the Government of Nunavut used a public–private partnership (P3) model to modernise a key piece of strategic infrastructure; ●● why a Canadian Tier 1 airport would join a consortium to design, build, finance, operate and maintain an airport in the Canadian Arctic for more than 30 years; ●● why this consortium won the contract; ●● what challenges are presented working in a remote location; ●● what innovations were implemented; and ●● what lessons were learned for application elsewhere.

Author's Biography

Catherine Kloepfer is the Senior Vice President Corporate Services and Chief Financial Officer for Winnipeg Airports Authority (WAA). Her 10 years with WAA have seen significant changes in the organisation, including the complete redevelopment of the Winnipeg James Armstrong Richardson International Airport and the creation of entrepreneurial subsidiaries taking on projects such as the Iqaluit International Airport in Nunavut. Catherine’s responsibilities encompass human resources, finance, information technology, legal services, strategy, planning and infrastructure. Previously, Catherine was an Associate Partner with KPMG Winnipeg with clients in financial services, health care and manufacturing. She also worked with the Office of the Auditor General of Canada. With a Bachelor of Commerce (Honours) from the University of Manitoba, she also is a Fellow Chartered Professional Accountant, Certified General Accountant and Fellow Chartered Accountant. Catherine volunteers her time on industry specific projects with the Airports Council International North America Finance committee, and chairs both the Airport Improvement Fee Task Force and the Financial Affairs Committee of the Canadian Airports Council.
