Abstract

This chapter traces the emergence, growth and consolidation of the Indian Mujahideen (IM). The chapter begins with a brief historical account of India’s Islamist landscape and IM’s emergence as an Islamic terrorist group. The chapter includes a brief threat assessment of IM examining past attacks, targets, and tactics, while detailing IM’s leadership, organizational structure, and alliances with other terrorist groups operating in the region.

    Masood Azhar is the founder of the Pakistani terrorist group Jaish-e-Muhammed (JeM), which is generally held responsible for the December 2001 attack on India’s parliament. Azhar and Sheikh were released in the December 1999 hostages-for-prisoners deal when Pakistani terrorists hijacked Indian Airlines flight IC-814 (Jain2013). Omar Saeed Sheikh is a militant of British and Pakistan origin, best known for the abduction and murder ofWall Street Journal reporter Daniel Pearl. He had links with a number of terrorist groups in Pakistan and beyond, including JeM. He was sentenced to death in Pakistan but is appealing the sentence (Imtiaz2012).

    As discussed inChap. 1, it is unclear which terrorist group was responsible for the 2006 Mumbai train bombing. The primary source for the claim IM carried out the attack, Mohammed Sadiq Israr Sheikh, has recanted his statement claiming that it was obtained under torture (Jaleel2013). However the other primary suspect is LeT, which is closely linked to IM and almost certainly worked with its Indian supporters, who ultimately coalesced into IM, to carry-out the attack. Therefore in this study, the 2006 Mumbai train bombing is considered a joint IM/LeT attack.
