Default value of[cinder_client]api_version has been updated from2 to3, because volume v2 API is no longer available.

Supporthyperkube_prefix label which defaults to k8s.gcr.io/. Users nowhave the option to define alternative hyperkube image source since thedefault source has discontinued publication of hyperkube images forkube_tag greater than 1.18.x. Note that ifcontainer_infra_prefix labelis define, it still takes precedence over this label.
