Debug options for CloudspeechS3Client. This should not be set in requests that server prod traffic from real users.

`condition_override`	`string` Enable the client to send requests with a specific condition.
`enable_s3_debugging`	`bool` Sets debugging_enabled to true in S3 requests so that S3 returns debug logs in the final S3Response of each recognition stream.
`request_recognizer_metadata`	`bool` Set request_recognizer_metadata to true in S3 requests so that S3 returns recognizer metadata.
