dump_kubernetes.sh is a tool provided with Istio to collect data from Kubernetes clusters to create a cluster state archive you can provide with bug reports.

For command line syntax and options, rundump_kubernetes.sh --help

dump_kubernetes.sh is installed by default in the$APIGEECTL_HOME/tools/ directory.
