WebGL2RenderingContext: vertexAttribDivisor() method

TheWebGL2RenderingContext.vertexAttribDivisor() methodof theWebGL 2 API modifies the rate atwhich generic vertex attributes advance when rendering multiple instances of primitiveswithgl.drawArraysInstanced() andgl.drawElementsInstanced().
Note:When usingWebGL 1, theANGLE_instanced_arrays extension can provide this method,too.
