SPVM is needed for both generating Makefile.PL and the runtime. I think only CONFIGURE_REQUIRES is good, but I found the cpanm command didn't see CONFIGURE_REQUIRES in a case, so both specifications is safe. * .gitignore that is generated by the spvmdist command is changed.
