2830. Top-level cv-qualification should be ignored for list-initialization

Subclause 9.5.5 [dcl.init.list] paragraph 3 specifies:

Top-level cv-qualifiers should be ignored when comparingTto other types, e.g. in 9.5.5 [dcl.init.list] bullet 3.2.

Proposed resolution (approved by CWG 2024-01-19):

Change in 9.5.5 [dcl.init.list] paragraph 3 as follows:

List-initialization of an object or reference oftypecvT is defined as follows:

• ...
• If T is an aggregate class and the initializer list has a singleelement of typecvcv1U,where U is T or a class derived from T, the object is initialized fromthat element (by copy-initialization for copy-list-initialization, orby direct-initialization for direct-list-initialization).
• ...
