2155. Defining classes and enumerations viausing-declarations

[Moved to DR at the November, 2016 meeting.]

The resolution ofissue 1838 wasintended to resolveissue 1021 but doesnot actually do so, as it applies only to declarations with adeclarator-id, which is not true of classes and enumerations.

Proposed resolution (October, 2015):

1. Change _N4868_.9.8.2.3 [namespace.memdef] paragraph 1 asfollows:

A declaration in a namespaceN (excluding declarations innested scopes) whosedeclarator-id isanunqualified-id(9.3.4 [dcl.meaning]), whoseclass-head-name (Clause 11 [class]) orenum-head-name (9.8.1 [dcl.enum]) is anidentifier, or whoseelaborated-type-specifier isof the formclass-key attribute-specifier-seq_optidentifier (9.2.9.5 [dcl.type.elab]), or that is anopaque-enum-declaration, declares (or redeclares)itsunqualified-id oridentifier as a memberofN, and may be a definition. 2. Change the grammar of 9.8.1 [dcl.enum] as follows:
