Whether an implementation is hosted or freestanding is onlyrequired to be documented by the value ofthe__STDC_HOSTED__ macro(15.12 [cpp.predefined]). Should this characteristic beclassified as implementation-defined, thus requiringdocumentation?

Change 16.4.2.5 [compliance] paragraph 1 as follows:
Two kinds of implementations are defined:hostedandfreestanding (4.1 [intro.compliance])thekind of the implementation isimplementation-defined. For a hosted implementation,this document describes the set of available headers.
