projects/{project}/locations/{location}/scopes/{scope}

{location}field must be set toglobal. The{scope}field must be set toSCOPEDefault. Thearguments in this group can be used to specify the attributes of this resource.(NOTE) Some attributes are not given arguments in this group but can be set inother ways.To set the
