At the start of the game, Steve was kidnapped byTeam Great Rocket and imprisoned in theGR Lightning Fort. After being freed by the main player, he gives the player anElectabuzz card.

Between the time in which he has been freed and the time in whichGrand MasterRod has arrived inPokémon Dome, Steve challenges the player and, when defeated, gives out one of bothPsychic Battle,Island of Fossil booster packs.

Before the player can duel withKanzaki,Biruritchi's bodyguard, the player is required to fight him in thePokémon Dome to obtain one of the Legendary cards -Zapdos.
