Appearance
Penny is a slender girl with fair skin, black eyes, and short hair. She is relatively short, being shorter thanNemona,Arven, andCarmine, while being the same height as the player andKieran. Her hair is uniquely configured, with the front half being red and the back half being blue. She wears a black hoodie with a Poké Ball logo on the center with yellow characters above it. She wears black shorts with a transparent skirt over it. She also wears long grey leggings underneath with a red plus and blue minus pattern. Meanwhile, her feet are protected by calf-length black boots with gray toes and white soles. She also wears round glasses and supports a large Eevee-styled bag on her back.

Penny is a student atNaranja AcademyS/Uva AcademyV, and is in the same grade as theplayer character. She has a shy personality, and is often absent from class. She always has her fluffyEevee backpack with her wherever she goes. She possesses unparalleled skill with machines and computers. She is enrolled in theSTEM track of the academy, with her homeroom teacher beingTyme.
Penny is first seen inMesagoza, where the player witnesses her being harassed byTeam Star Grunts in front of the school stairs. The player then defeated the Grunts. Afterwards, for each squad boss except for the last one defeated, Penny appears as Cassiopeia's supply unit rep and talks to the player, giving themTM Materials, and being licked byKoraidonS/MiraidonV every time after the first.
★ Starfall Street ★
Penny first witnesses the player defeat twoTeam Star Grunts in front of the school stairs who were harassing her to join Team Star. During Operation Starfall, Penny appears as a part of the supply unit to reward the player with variousTM Materials after they defeat a Team Star base.
After the player has defeated all five Team Star bosses,Cassiopeia reveals that she was Team Star's "big boss" and invites the player to meet at the academy's schoolyard after dark, where she reveals her identity as Penny. None of the other members of Team Star knew of her true identity because she never left her room during her time with them. She came up with the idea of Operation Starfall and recruited the player to make the Team Star Bosses stand down as she is afraid that her fellow bosses will be expelled from the academy because of their involvement in the team but is unable to forcibly disband the group herself. Penny challenges the player to a battle and asksClive to record the battle with hisRotom Phone for the squad bosses to view the outcome. After being defeated, Penny proclaims with relief that Team Star's reign is over.
A flashback after her defeat shows her last conversation (a year and a half prior) with the squad bosses, via a Rotom Phone call. The squad bosses were worried about Penny's well-being and her sudden desire to disband Team Star and take sole responsibility for her actions. She thanked the squad bosses for their kindness and company. Penny was then revealed to be outside the room the squad bosses were in during their conversation, and she bid them farewell and temporarily left for Galar, her original home region.
After the flashback, Penny thanks the player and Clive for successfully helping her during Operation Starfall. When asked by Clive why she couldn’t forcibly disband Team Star on her own, Penny explains that the strict code she and the squad bosses created stated that no member of Team Star had the right to order anyone around and that the squad bosses had to accept challenges and give away their Star Badges when defeated, hence forcing them to step down as squad bosses. When asked by Clive what the squad bosses mean to her, Penny wholeheartedly replies that they are her "greatest treasure".
Seemingly touched by Penny's story, Clive thanks her for her appraisal of the situation with Team Star. Clive proceeds to reveal that he, too, was under a false persona, and is actually the Academy's director,Clavell, much to Penny's shock. Clavell explains that he disguised himself as Clive in order to talk to the Team Star members on equal terms, without them feeling the pressure of speaking to a faculty member such as the academy's director.
Clavell proceeds to call all the squad bosses (Giacomo,Mela,Atticus,Ortega, andEri) out onto the schoolyard, much to Penny's surprise, and she emotionally recalls their names as they greet her with equal emotion. The squad bosses perform Team Star's signaturehasta la vistar ★ pose and happily exclaim in unison: "Hasta la vistar, Cassiopeia! ★ And hello, Penny!"
Clavell apologizes to Team Star for his unawareness of the bullying they suffered from, since he joined the academy as its director without witnessing any incidents of bullying. He declares that Team Star may continue to exist should its bosses want it to, but that they should be punished for breaking multiple school rules during their period of truancy. As punishment, Clavell assigns Penny and the squad bosses to manage the newly founded Star Training Centers (STCs) as staff members. Upon hearing this, the squad bosses marvel over Team Star not disbanding and being able to spend time with their "big boss" and close friend at the Academy and STCs.
Clavell dismisses Team Star's bosses and calls the player to his office to thank them for allowing him to help resolve Team Star's situation. Penny arrives shortly thereafter to apologize for illegally hacking thePokémon League'sLP management system to reward the player and Clavell for helping her during Operation Starfall, and feels that she should be punished more heavily than the others. Clavell decides that he should consultGeeta, the Paldea Pokémon League's chairwoman, on the matter, and dismisses the player from his office.
Penny calls the player via Rotom Phone the next time they exit the academy building and tells them to meet her in front of the school stairs, where she was first encountered. She also states that she no longer wishes to be known as Cassiopeia, if the player chose to call her that instead of her actual name.
When the player finds Penny in front of the school stairs, she explains how the squad bosses and she came up with thehasta la vistar ★ catchphrase. She also explains that she won't be badly punished for hacking the Pokémon League's LP management system if she does some volunteer engineering for them, which she agreed to do. Finally, she thanks the player for helping her save Team Star from being wrongfully expelled from the academy and gives themTM169 (Draco Meteor) as a reward. She explains that she wants to repay the player and would be willing to help with any requests they may have. She bids the player farewell with ahasta la vistar ★ and runs up the stairs, concluding the ★ Starfall Street ★ storyline.
The Way Home
After all three main stories of the game have been completed, Penny goes to theZero Gate with the player,Arven, andNemona to traverseArea Zero with them and help them reach theZero Lab in The Way Home, the game's final story. She battles alongside the player as aMulti Battle partner twice during this. After the door to the Zero Lab is opened, a group ofParadox Pokémon escape, which are chased down by Penny and Nemona. Later, Penny returns to the Zero Lab with Nemona and Arven and watches the player battle against and defeatAI SadaS/AI TuroV with their KoraidonS/MiraidonV.

While Penny does not appear as an opponent in the firstAcademy Ace Tournament, she can be battled as a random opponent in subsequent Academy Ace Tournaments, this time usingPokémon Trainer as her Trainer class instead ofTeam Star. Additionally, the player can develop abond with Penny, which will trigger an event added withThe Indigo Disk update where the player can tutorMela,Atticus, andOrtega.
Mochi Mayhem
Following the events of theIndigo Disk, Penny accompanies the player, Arven and Nemona to a trip to the land ofKitakami. She ends up helping the player and their friends in dealing withPecharunt’s curse. However, Pecharunt shootsToxic Mochi into the mouths of Penny and Arven and they face the player andKieran in aMulti Battle. After Pecharunt is defeated by the player, she returns to normal and stays in Kitakami for a day or two before returning to Paldea.

Penny debuted inWelcome to Naranja Academy!, where she watchedLiko andAnn's battle atNaranja Academy alongside thePaldeaElite Four.
InLiko vs. Rika! Towards the Battle's End, Penny metDot in person after findingTerapagos hanging around Naranja Academy during the events ofElite Four Tag Battle. She revealed to Dot that she is spying onChalce after her data was suspiciously entered into the academy's systems. After seeing Dot interested in theScarlet Book, Penny exchanged phone numbers with Dot and they both promised to speak again.
InInfiltrating the System! Naranja Academy in Danger!, Penny informed Dot that the academy had been infiltrated by theExplorers, with Chalce trying to steal data from the school database for information regarding Terapagos. While Dot kept Chalce busy by battling her, Penny tried counter-hacking to protect the data, but their efforts were in vain. Chalce successfully obtained the data she needed and escaped without issue. Despite this setback, Penny was still grateful towards for Dot helping her get proof of Chalce's crime, keeping the damage done to the school to a minimum, and ensuring the school battle tournament was not interrupted.
InShine on, Terastallization! Liko vs. Roy!, Penny was revealed to have told everyone in Naranja Academy about Dot and her friends' heroic actions. She then watched Liko andRoy's battle alongsideNemona andArven. After the tournament finished, Penny said farewell to Dot, revealing that she is aware of Dot's secret identity as Nidothing and that she is subscribed to Nidothing's channel.

InOver the Top!, Penny welcomed theRising Volt Tacklers along with Paldea'sElite Four andGeeta, after which, Penny watched Liko,Roy, and Dot's battle against Geeta and when they gained access toArea Zero, Penny opened the doors to the place and wished Dot good luck on her journey there.
Penny was mentioned by Dot inThe Pokémon Paradise of Laqua!, as Dot found a group of anEevee and itsEvolutions inLaqua, Dot decided to take a picture of it for her friend.
InTerastallization vs. Mega Evolution!, Penny met up with Dot again when the Rising Volt Tacklers returned to Naranja Academy. With some of the information presented aboutLaquium organized by Dot, Penny was able to track down some sightings and map them so that Dot and her friends could more easily find some places affected by the substance. Soon after, Penny watchedRoy's battle against Nemona along with the others and seeing Dot's excitement about the battle, decided to challenge her to a battle as well.
InThe Knight in the Ruins, Penny and Dot's Double Battle commenced, with Penny's Sylveon and Flareon against Dot's Quaxwell and Tinkatuff. Penny held the advantage for most of the battle due to Quaxwell being affected by Sylveon'sCute Charm, with Tinkatuff having to knock some sense into her teammate. After Sylveon Terastallized and exchanged hits with Dot's Terastallized Quaxwell, Flareon was able to support its teammate and defeat Quaxwell with Swift, winning Penny the battle.
InHZ115, it was revealed that Penny traveled with Nemona toBlueberry Academy, where she was put in charge of maintaining the League's server systems. In thefollowing episode, Penny spoke with Dot through the Rotom Phone, explaining her absence. Later, she meets Dot again when they are both hypnotized byDot's Gimmighoul.

InHZ117, Penny joined Liko, Dot, andCarmine at the meeting with ProfessorBriar. While Briar joined Liko in researchingPagogo and Carmine was battling Dot, Penny stood in the corner, amused byLiko's Meowscarada.
InHZ119, Penny participated alongside the Rising Volt Tacklers in the meeting with Briar and Carmine regarding the Terapagos data she had researched. Some time later, before the group left the Blueberry Academy, Penny watchedDrayton's battle against Roy. During the farewell, however, Dot received a call fromAmethio's father revealing information about theExceed Museum, and Dot hinted that Penny was the only one who could help, much to her surprise.
InHZ120, Penny and Dot, following Cervantis' instructions, managed to infiltrate the Exceed Museum. During the operation, Penny obtained the data they were looking for, but were discovered by the Explorers. When confronted by Chalce,Indi, andRubina, Penny was separated from Dot during the battle and stayed behind to face the Explorers duo of Indi and Rubina. With the combined effort of Sylveon andJolteon, Penny managed to defeat them both without problems, and with the help of Dot's newly evolvedGholdengo, they managed to escape the location. A little later, while saying goodbye to Dot, Penny assured her friend thatJacq would receive the collected data and that Dot could contact her again if she needed help.
InHZ126, Penny met with the Rising Volt Tacklers and the other members of the Naranja Academy to discuss the information she and Dot had obtained at the Exceed Museum. After theStrong Spheres were banned from the institution, Penny watched Liko's battle againstDash alongside Nemona and Dot. Later, Penny and Nemona decided to join Liko and her friends to stop the launch of the Strong Sphere.
InHZ127, Penny battled against Dot using herVaporeon to battle against her Quaxwell. Penny was able to win the battle by having Vaporeon target Tinkaton and Gholdengo who were watching the battle, resulting in Quaxwell's defeat. Dot questioned Penny's actions, with Penny teaching Dot a lesson on how their enemies the Explorers wouldn't be afraid to fight dirty with underhanded tactics, so she should be prepared to deal with those situations.
Character

Penny is aPokémon League engineer. In addition to that, she is also responsible for registeringTera Training students, a work that Penny takes seriously, making sure she knows the names of all the students taking the course.
Penny's personality in general is quite reserved, shy, anxious, and quiet, just like in the games, although she has an easier time opening up around Pokémon, which made her quickly resonate withDot and befriend her easily. Also like her game counterpart, she is incredibly skilled in technology and hacking, something she shares with Dot. Her nervousness can make her somewhat forgetful in social interactions, completely forgetting to share her name with Dot during their first meeting. Despite this, she is extremely perceptive and observant, quickly catching ontoChalce's disguise and becoming suspicious of her upon noticing how her data was entered into the school systems, as well as easily finding out about Dot's identity as Nidothing despite not being told about it by the former.
InTerastallization vs. Mega Evolution!, Penny demonstrated a different trait of her personality when she saw Dot's excitement over a Pokémon battle, displaying a smile quite different from her usual more serious posture, which led her to challenge her friend to a battle as well. In the following episode, she was shown to be surprisingly adept at battling, which Nemona later reveals is due to her spending so much time around the top trainers of the Pokemon League, being able effectively utilize herSylveon'sCute Charm Ability againstQuaxwell and demonstrated exceptional teamwork and synergy with her Pokémon, allowing her to defeat Dot despite both of her Pokémon being at a type disadvantage. InHZ120, her battle prowess was further displayed, able to hold her own against several of the Exceed Museum's guard Pokémon, as well as singlehandedly defeat Indi and Rubina's Laquium-enhanced Pokémon even without Terastalizing and being at a severe disadvantage.
At her core, Penny is a kind, selfless, and compassionate individual who cares very deeply about her friends, as shown by her willingness to assist Dot and the Rising Volt Tacklers against the Explorers even when it put her in direct danger multiple times. She even went out of her way to spread word of their heroic actions inShine on, Terastallization! Liko vs. Roy!. Penny also has a very strong moral code, developing a strong dislike for the Explorers due to their actions against the Rising Volt Tacklers and Pokémon. She is even able to see through the Explorers lies, due to seeing her friends for who they truly are and witnessing their heroism firsthand. This dislike is further exacerbated after the Explorer frame her friends and witnessing the effects of Laquium, causing her and Nemona to join the Rising Volt Tacklers in their opposition against Exceed and the Strong Spheres, showing that her compassion extends to Pokémon as well.
Pokémon
Just like in the games, Penny has often been referenced as a fan ofEevee and itsEvolutions, including having an extensive themed collection of souvenirs involving this species of Pokémon. This is reflected in her Pokémon, where all of Penny's known Pokémon are evolutions of Eevee.

Sylveon is Penny's first known Pokémon and her main partner. Inspired byNemona andRoy'sDouble Battle, she challengedDot to one as well, partnering Sylveon withFlareon inTerastallization vs. Mega Evolution!.
The battle begun in thenext episode. After exchanging a couple of attacks, Sylveon'sCute CharmAbility activated, hinderingQuaxwell's performance in battle and allowing for Penny's Pokémon to gang onTinkatuff. In the end, both Sylveon and QuaxwellTerastallized, but Flareon landed the finishing blow, defeating Quaxwell and making Penny win by default.
InHZ120, Sylveon accompanied Penny during the mission at theExceed Museum. When Dot and Penny were cornered byIndi,Rubina, andChalce, Penny used Sylveon along withJolteon to battle alongside Dot's Pokémon. When Chalce separated Dot from Penny, Penny battled with Sylveon and Jolteon against Indi and Rubina's Pokémon. Despite Dot's concern, Penny managed to win the battle against the twoExplorers.

In the manga

Pokémon Adventures
Penny debuted inDiscover! The Quaking Earth Titan!!. She was first seen in theUva Academy library, watchingNemona's attempt to challengeScarlet to a battle end in failure. Later, atWest Province (Area One), a pair ofTeam Star Grunts attempted to recruit Penny intoTeam Star. Despite Penny's repeated refusals, the Grunts persisted, forcingViolet to step in to Penny's defense. After the Grunts were defeated and drive off, Penny thanked Violet for helping her, only for him to react in confusion when she referred to him as "Prince" despite being a complete stranger. Penny explained that as a fellow Uva Academy student, she was present at the Treasure Hunt's opening ceremony and learned of Violet's title there. She then said her farewells and ran off.
InFierce Battle! The Stony Cliff Titan!!, Violet andArven were approached by Penny, who revealed that as part of her independent study, she joined Operation Starfall as a member of the supply unit. As a reward for defeatingGiacomo and disbanding Team Star's Segin Squad, Penny provided Violet with information on the location of the Stony CliffTitan.
InPASV16, afterMela of Team Star's Schedar Squad was defeated, Penny arrived to reward Violet for his efforts. Violet was told the Lurking Steel Titan resided inEast Province (Area Three), but was also informed that Penny had given this information to Arven earlier. Once Violet went off to meet with Arven,Clive attempted to ask Penny about any knowledge she had on Team Star, only to find she had left without anyone noticing.
InPASV17, at theTreasure Eatery, Penny used herRotom Phones to spy on Clive as he interrogated Schedar Squad members about how Team Star was founded. When Grunts from the Navi Squad entered the building to have a meeting, Penny sent another phone to listen in on them. Concerned that people would stop fearing them if Team Star lost another one of their crews, the Grunts decided to raid Team Star themselves and take it over. Penny immediately left, but was surrounded by the Grunts after they figured out she was eavesdropping. Before the Grunts could do something to keep Penny silent,Larry arrived to return a phone Penny left behind at the restaurant. The Grunts tried to attack Larry, but were easily defeated, giving Penny the chance get away.
InPASV19, a lone Navi Squad Grunt followed Penny toDalizapa Passage. To keep her from leaking information about the coup, the Grunt decided to keep Penny locked up until after the plan was completed. Unbeknownst to the Grunt, Penny was fully aware she was being pursued and was luring him into a trap. As soon as the Grunt got too close, two of Penny's Pokémon appeared and knocked him unconscious.

Penny was introduced as aSupporter card in thePokémon Trading Card Game during the English Scarlet & Violet Series (the Japanese Scarlet & Violet Era). It was first released in the JapaneseScarlet ex expansion and the EnglishScarlet & Violet expansion, with artwork byyuu. Anultra rare version with artwork by the same illustrator, and aspecial illustration rare version of the card with artwork byOKACHEKE were released in the same sets. A secondspecial illustration rare version of the card with artwork byaspara was released in the JapaneseShiny Treasure ex subset and the EnglishPaldean Fates expansion. The card allows the player to put one of theirBasic Pokémon and all attached cards into their hand.
