Plot
AtEcruteak City, a festival is held to commemorate the two towers in the city as theKimono Girls prepare for their evening performance. Naoko, in particular, feels pressured to put on a good show as a vast audience gathers, includingMorty theGym Leader and hisGengar.
As the show begins, a projected image ofLugia andHo-Oh appears on the curtains. The curtains pull back to play a projected animation while Zuki begins the story: centuries prior, the citizens of Ecruteak constructed two nine-tiered towers: theBell Tower and theBrass Tower, atop of which Ho-Oh and Lugia respectively roosted. Stagehands and Pokémon above in the rafters help to provide visual and sound effects as Zuki describes the communal relationship shared between the people and Pokémon in theJohto region, until one fateful night 150 years ago. She releases herUmbreon, who usesMoonlight to illuminate the stage.
Stepping out of the wings,Sayo recalls that a powerful lightning storm hit the city, sending out herJolteon to join a group ofMagneton to put on an electrical display withThunderbolt. She adds that one thunderbolt in particular hit the Brass Tower and set it on fire, as Miki is raised onto the stage via a platform with herFlareon, who usesHeat Wave to portray the inferno that ensued. Miki adds that Lugia tried to use its winds to put out the blaze and prevent it from spreading through the city, but to no avail. Kuni takes to the stage, revealing that Lugia summoned a rain storm to put out the fire instead, sending out herVaporeon to use itsRain Dance to represent the rain summoned by Lugia andWater Gun to clash with Flareon'sFlamethrower. As aSmokescreen from aWeezing and aKoffing fills the stage, Miki collapses to portray the extinguishing flames.
As the sun rises on the city, Naoko takes her role withEspeon, using itsMorning Sun to shine upon the stage. She then states that Lugia flew away from the tower, distraught by the destruction wrought by the fire. It now sleeps beneath the ocean waves, waiting for someone pure of heart so it might return one day, and thus the city maintains the Burned Tower in its dilapidated state as a token of remembrance. The sisters chime a set of bells and bow at the conclusion of their performance, receiving a standing ovation that reassures Naoko of her role.
Beneath the waters surrounding theWhirl Islands, Lugia moves as if in response to the Kimono Sisters' story.
