Dock (Japanese:ツガTsuga) is a character inPokémon Ruby, Sapphire, andEmerald andOmega Ruby and Alpha Sapphire who plays a minor role in the story. He works atStern's Shipyard and was commissioned to design a ferry.
In the core series games
Before arriving inSlateport City, the player is told byMr. Stone's assistant to deliver a package toCaptain Stern in Slateport. However, Stern is inaccessible until the player talks to Dock. After doing that, theTeam MagmaROR/AquaSEASGrunts, previously preventing the player from entering theOceanic Museum (where Captain Stern is), are no longer blocking it off. From that point, the player can advance farther in the game.
Much later in the storyline,Mr. Briney decides to help with the work on the ferry, and Dock notifies the player when they talk to him.
InOmega Ruby and Alpha Sapphire, it is revealed that Dock used to be a member of theSea Mauville Project which eventually failed. Captain Stern reached out to him, however, to join his crew in Slateport, much to his gratitude.

Ruby & Sapphire arc
Dock (known asTuga in theChuang Yi translation) first appears inTripped Up by Torkoal, being forced by thePokémon Fan Club Chairman to use theBerry Blender withCaptain Stern andRuby.Team Magma spotted them and they were taken hostage in order to make Captain Stern give information on theSubmarine Explorer 1 project. He suffered from breathing issues due to the smoke fromBlaise'sPokémon. He and Captain Stern remained in Slateport whenKyogre's influence in the area caused much of the city to flood. After the crisis is resolved, Dock, alongside Captain Stern and the Pokémon Fan Club Chairman were finally cured of their illness.
Omega Ruby & Alpha Sapphire arc
He appears inSwampert Smashes, where he and Captain Stern were seen watching the news about themeteor that was about to hit the planet in several days.
