When a Pokémon with Cloud Nine is in battle, all effects ofweather are negated (though the weather itself does not disappear).
Generation V
When a Pokémon with Cloud Nine is brought out, the message "The effects of weather disappeared." will be displayed.
Generation VI
Duringextremely harsh sunlight, heavy rain, andstrong winds, even if a Pokémon is negating the effects of weather with Cloud Nine, the movesSunny Day,Rain Dance,Sandstorm, andHail will still fail if used, and the AbilitiesDrought,Drizzle,Sand Stream, andSnow Warning will still fail to activate. In other games
InRed Rescue Team and Blue Rescue Team, andExplorers of Time, Darkness andSky, Cloud Nine changes theweather to Clear upon entering a floor, and then every subsequent 36 turns. Cloud Nine will take precedence overDrizzle,Drought,Sand Stream, andSnow Warning. Additionally, this Ability prevents the use of the movesSunny Day,Rain Dance,Hail, andSandstorm, and the items Sunny Orb, Rainy Orb, Sandy Orb, and Hail Orb become useless (trying to use one will still consume the item). If the dungeon has natural weather, it will return when Cloud Nine's effect ceases.
InPokémon Super Mystery Dungeon, Cloud Nine nullifies the effects of the weather rather than changing the weather to Clear. Abilities such as Drizzle, and moves such as Rain Dance will still activate, but the effects of the weather will remain negated.

Trivia
- The Japanese name of this Ability is a double entendre, written so as to suggest ノー天気nō tenki (no weather), but also homophonous to 能天気nōtenki (carefree, and also used as the word for the Laxnature), in reference toPsyduck, originally the only Pokémon (in addition toGolduck) that had this Ability. The English name derives directly from the "carefree" meaning, while still maintaining a weak pun to connect it to the weather.
