Celio (Japanese:ニシキNishiki) is aPokémon Storage System programmer in theSevii Islands and good friend ofBill.

In the core series games

Celio runs thePokémon Network Center onOne Island inPokémon FireRed and LeafGreen. He needs theplayer's help to finish the incomplete Pokémon Network machine. This machine is capable of transferring Pokémon betweenKanto andHoenn. Communication with Hoenn will not function until theRuby andSapphire have been collected by the player. To assist with this quest, Celio will give theRainbow Pass and upgrade theTown Map so it shows the locations of the final four Sevii Islands. If the map had not previously been obtained, he will give the map for Kanto as well. According to Bill via theFame Checker, Celio was praising the work that the player had done for him.

For the link to work, the Machine needs a special gemstone. It's supposed to be onOne Island, but I haven't found one yet. Who knows where it could be."

"I was trying to find the gem even while I was studying. As a result, I've made no headway in both my search and studies... If I relied onBill, I'm sure my research would progress. But this time, I want to try to do things by myself."

FireRed & LeafGreen arc

Red,Blue, andBill visited Celio onOne Island and left an unconsciousGreen in his care after she was attacked byDeoxys. He later helped her escape by wrestling away the angry mob trying to capture her. Later, inDouble Down Deoxys, Celio aided Bill in raiding theRocket Warehouse and removing theRuby andSapphire gems placed on an amplifier which had allowed Deoxys to assume itsNormal and Speed Formes inKanto and theSevii Islands, allowingMewtwo to defeat it aboard theTeam Rocket airship.

Emerald arc

Celio made a cameo appearance inEpilogue, where he was seen on theSeagallop Ferry, heading for theBattle Frontier.
