Sergius Paulus

InActs 13:6-12, Paul and Barnabas travel to the island of Cyprus, where they meet Sergius Paulus, the proconsul of the region. Sergius Paulus is described as an intelligent man who seeks to hear the word of God. The passage states:

"When they had traveled through the whole island as far as Paphos, they found a Jewish sorcerer and false prophet named Bar-Jesus, who was an attendant of the proconsul, Sergius Paulus. The proconsul, an intelligent man, summoned Barnabas and Saul because he wanted to hear the word of God. But Elymas the sorcerer (for that is what his name means) opposed them and tried to turn the proconsul from the faith. Then Saul, who was also called Paul, filled with the Holy Spirit, looked directly at Elymas and said, 'You are a child of the devil and an enemy of everything that is right! You are full of all kinds of deceit and trickery. Will you never stop perverting the right ways of the Lord? Now the hand of the Lord is against you. You are going to be blind for a time, not even able to see the light of the sun.' Immediately mist and darkness came over him, and he groped about, seeking someone to lead him by the hand. When the proconsul saw what had happened, he believed, for he was amazed at the teaching about the Lord." (Acts 13:6-12)

This account illustrates the influence and openness of Sergius Paulus to the Christian message, as well as the power of the Holy Spirit working through Paul to overcome opposition.

Gallio

Another proconsul mentioned in the New Testament is Gallio, who governed the province of Achaia. InActs 18:12-17, Paul is brought before Gallio by the Jews who accuse him of persuading people to worship God in ways contrary to the law. Gallio's response is significant:

"While Gallio was proconsul of Achaia, the Jews made a united attack on Paul and brought him to the place of judgment. 'This man,' they charged, 'is persuading the people to worship God in ways contrary to the law.' Just as Paul was about to speak, Gallio said to them, 'If you Jews were making a complaint about some misdemeanor or serious crime, it would be reasonable for me to listen to you. But since it involves questions about words and names and your own law—settle the matter yourselves. I will not be a judge of such things.' So he drove them off. Then the crowd there turned on Sosthenes the synagogue leader and beat him in front of the proconsul; and Gallio showed no concern whatever." (Acts 18:12-17)

Gallio's refusal to adjudicate religious disputes demonstrates the Roman policy of non-interference in internal religious matters, as long as they did not disrupt public order. This decision allowed Paul to continue his ministry in Corinth without further legal hindrance.

Role and Influence

The role of the proconsul in the New Testament narrative underscores the intersection of Roman political authority and the burgeoning Christian movement. Proconsuls, as representatives of Roman power, had the capacity to either hinder or facilitate the spread of Christianity, depending on their disposition and decisions. Those which he retained were calledimperial , and were governed bylegates andprocurators . [PROCURATOR] Over the senatorial provinces the senate appointed by lot yearly an officer, who was called "proconsul" and who exercised purely proconsul, civil functions. The provinces were in consequence called "proconsular."
