TheWyoming State Auditor is an elected executive position in theWyoming state government. Theauditor is the chief accountant and payroll officer for the state.[1]

Authority

The state auditor's authority is derived fromArticle 4 of theWyoming Constitution.[2]

Article 4, Section 11:

There shall be chosen by the qualified electors of the state at the times and places of choosing members of the legislature, a secretary of state, auditor, treasurer, and superintendent of public instruction...

Qualifications

Article 4, Section 6 of thestate constitution establishes the qualifications of the office:[2]

There shall be chosen by the qualified electors of the state at the times and places of choosing members of the legislature, a secretary of state, auditor, treasurer, and superintendent of public instruction, who shall have attained the age of twenty-five (25) years respectively, shall be citizens of the United States, and shall have the qualifications of state electors...
  • at least twenty-five (25) years of age
  • a citizen of the United States
  • qualified as an elector in the state of Wyoming

Vacancies

Article 4, Section 7 of thestate constitution grants thegovernor the authority to fill any office that becomes vacant, so long as there is not already a constitutional or legal method for filling the vacancy.[2]

Duties

The state auditor in Wyoming is the chief accountant and payroll officer for all state agencies. They keep the public account books, accounts, vouchers, documents, and all papers relating to the accounts and contracts of the state. The auditor also serves as the clerk of the state legislature and keeps a record of expenditures in each session of the legislators and an inventory of its supplies and property.[1]

Additional duties are outlined in Title 9, Chapter 1, Article 4 of the Wyoming state code:[2]

  • serve as the comptroller and official custodian of all state accounting records
  • serve as the chief fiscal control officer
  • maintain the state's central fiscal accounts
  • order all payments into and out of the funds held by the state treasurer
  • maintain the official payroll for all state agencies, excluding the University of Wyoming

Elections

The state auditor is elected every four years, in mid-term election years. In Wyoming, state auditor elections are held in 2022, 2026, and 2030.
