Thomas B. Russell is judge serving onsenior status for theUnited States District Court for the Western District of Kentucky. He joined the court in 1994 after being nominated by PresidentBill Clinton (D). He served aschief judge of the court from 2008 until he assumed senior status on November 15, 2011.[1]

Russell was a judge on theUnited States Foreign Intelligence Surveillance Court. He was appointed by Chief JusticeJohn Roberts on May 19, 2015. Russell's term expired on May 18, 2022.[2]

Biography

Education

Born in Louisville, Kentucky, Russell graduated from Western Kentucky University with his bachelor's degree in 1967 and from the University of Louisville Law School with hisJ.D. degree in 1970.[1]

Professional career

Russell was a private practice attorney in Paducah, Kentucky from 1970 to 1994.[1]

Judicial career

Foreign Intelligence Surveillance Court (2015-2022)

In March 2015,Chief JusticeJohn Roberts appointed Russell to join theUnited States Foreign Intelligence Surveillance Court. Russel joined the court on May 19, 2015, for a seven-year term. He replacedMary McLaughlin.[3]

Western District of Kentucky (1994-2011)

On the recommendation of Senator Wendell Ford, Russell was nominated to theUnited States District Court for the Western District of Kentucky by President Bill Clinton on September 14, 1994, to a seat vacated byEdward Johnstone. Russell was confirmed by the U.S. Senate on October 7, 1994, on a voice vote and received commission onOctober 11, 1994. He served as chief judge of the court from 2008 until he assumed senior status on November 15, 2011.[4]
