Four down ballot state executive positions were up for election in the state ofTexas in 2014. The four down ballot races on the ballot were for the offices ofTexas Comptroller of Public Accounts,Texas Land Commissioner,Texas Agriculture Commissioner andTexas Railroad Commission. The general election took place on November 4, 2014.

All four down ballot races featuredDemocratic,Republican,Green Party andLibertarian Party candidates vying for office. There were no incumbents seeking re-election to these offices, with three incumbents seeking higher office andComptroller Susan Combs (R) retiring in 2014.Glenn Hegar,George P. Bush,Sid Miller andRyan Sitton won in the general election.

Aprimary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Texas utilizes anopen primary system. State law requires voters to sign the following pledge before voting in a primary: "I am a (insert appropriate political party) and understand that I am ineligible to vote or participate in another political party's primary election or convention during this voting year."[1]

Duties

The Comptroller is responsible for overseeing the financial operations of the state. The office of Comptroller pays bills, writes checks and manages the books for the multi-billion dollar business of Texas state government. Here are additional responsibilities of the office:

  • Taxes-The Texas Comptroller's office serves the state by collecting more than 60 separate taxes, fees and assessments[11]
  • Education-The Comptroller's office administers the state's 529 plans and promotes local economic growth by identifying and fostering work force development initiatives across the state.[12]
  • Revenue Estimates-The Comptrollers office produces the Biennial Revenue Estimate (BRE) before each session of theTexas Legislature. The report gives the Legislature a formal estimate of future available funds so that a budget may be made. The most recent BRE was published in 2011.[13]
