Support for Women
My record as an employer, town official, father and husband is clear: I support the rights of all women to earn a fair paycheck and to make their own health care decisions.

Education
It is imperative we ensure our school systems here in SD #25 stop losing revenue support from our state budget and that we work to develop and implement progressive policy designed to improve our education system across Maine.

Health Care
I support the Affordable Care Act and the expansion of services here in Maine. Additionally, as the owner of the largest health screening agency in the country, Promerica Health, I am acutely aware of the profound benefits of health education and preventative care in our communities.

Economy & Jobs
As a large employer here in Maine, I know firsthand the importance of job growth and job security. In 2009, I chose to relocate my company, TideSmart Global, to an eight-acre campus on Route 1 in Falmouth. I have successfully worked to create quality, good paying positions in District 25, and to ensure stability and growth not just for my family, but for each and every one of my employees and their families at TideSmart.

Taxes & Municipal Revenue Sharing
We must reorient our approach to economics, taxation and state/municipal revenue sharing, and allocation. Our flawed approach to managing these critical elements makes it impossible to reinforce the building blocks of our great state.

Energy Policy
I support clean energy alternatives including solar, wind, and natural gas. As Chairman of the Yarmouth Town Council, I helped lead the effort to introduce natural gas into the towns of Cumberland, Falmouth, and Yarmouth. As CEO of Viridescense, a TideSmart Global green/eco-friendly/new-energy company, I am committed to environmental and sustainability initiatives.

Government Accountability
I believe government leaders must be held accountable at all levels, and that there is a duty to represent the will of the people, and to be efficient with money and resources in all aspects of governing.[2]

Elections for theMaine State Senate took place in 2014. A primary election took place on June 10, 2014, and a general election was held onNovember 4, 2014. Thesignature filing deadline for party candidates wishing to run in this election was March 17, 2014. The deadline for write-in candidates to run in the primary election was April 28, 2014, and the deadline for non-party candidates to run in the general election was June 2, 2014.Catherine Breen defeatedStephen Woods in the Democratic primary.William Gardiner was unopposed in the Republican primary but withdrew afterwards;Cathy Manchester was selected as his replacement. Breen defeated Manchester in the general election. Manchester requested a recount, which reversed the outcome of the race, with Manchester at 10,927 votes and Breen at 10,916. Breen did not agree with result, leaving the issue to be decided by the Senate with the advice of a committee appointed by theSenate President. Due to the election night results, Breen was still recognized as the district's senator-elect by theMaine Secretary of State and was expected to be seated when the chamber met on December 3. However, the Senate voted 20-14, along party lines, to seat Manchester. On December 9, the committee's investigation revealed that 21 ballots for Manchester were counted twice in the recount, refuting what had been seen as 21 extra "phantom ballots" for Manchester appearing from the town of Long Island. Manchester promptly resigned following the discovery; although Breen is now recognized as senator-elect, the Senate is still tasked with voting on a winner when it convenes in January.[3][4][5][6][7][8][9]

Woods ran forelection to the office ofGovernor of Maine.[10] He withdrew from the race on August 20, 2013, and endorsed opponentMike Michaud (D).[11]
