Blackburn graduated from Western State College with his bachelor's degree in 1972 and from the University of Colorado Law School with hisJ.D. in 1974.^[1]

Blackburn was nominated by PresidentGeorge W. Bush onSeptember 10, 2001, to a seat vacated by JudgeZita Weinshienk, as Weinshienk went onsenior status. Blackburn was confirmed by the Senate onFebruary 26, 2002, on an unopposed 98-0-2 Senate vote and received his commission onMarch 6, 2002.^[3] Blackburn assumed senior status on April 12, 2016.^[2]
