Richard Smith Whaley
Richard Smith Whaley (1874-1951) was afederal judge on theUnited States Court of Claims.
Whaley was nominated to the Court of Claims by PresidentHerbert Hoover. He was commissioned onJune 3, 1930. He was later sworn in aschief justice onJune 27, 1939, following an appointment to that position from PresidentFranklin Delano Roosevelt. He assumedsenior status onJuly 9, 1947, and served in that capacity until his death onNovember 8, 1951.[1]
