Richard Bilby
Richard Mansfield Bilby (1931-1998) was afederal judge on theUnited States District Court for the District of Arizona.
Bilby was nominated by PresidentJimmy Carter on June 5, 1979, to a seat vacated byWilliam Frey; he was confirmed by the Senate on September 25, 1979, and received commissionthe next day. From 1984-1990, he served as thechief judge. He assumedsenior status onMay 29, 1996. He served the District of Arizona until his death onAugust 11, 1998.[1] Bilby was succeeded in this position byFrank Zapata.
