TheNorth Dakota Repeal Mill Tax for Terminal Elevators was on theNovember , 7 1916 ballot inNorth Dakota as aveto referendum, where it wasapproved.^[1] The measure referred the 1915 Session Law Chapter 258, which created the state terminal elevator fund law, to voters. The session law created a tax for 1915 and 1916, the proceeds of which were to be used for construction and maintenance of terminal elevators in North Dakota, Wisconsin and Minnesota.^[2] This law required the Board of Railroad Commissioners to investigate the location and cost of construction of a state-owned elevator and report their findings to the State Legislature.^[3]
