Impact of redistricting
- See also:Redistricting in North Carolina
The Republican-controlled General Assembly approved final redistricting maps on July 27, 2011. The Department of Justice precleared the maps as specified under theVoting Rights Act, and the maps were in effect for the 2012 elections. Later, on August 11, 2016, a federal court ruled that the redistricting plan violated the Voting Rights Act, and 19 state House districts were improperly drawn on the basis of race.[3]
Using a method developed byCharlie Cook, Catawba College Professor Michael Bitzer calculated the political leanings of the districts used for the 2012 elections. Using the presidential vote in 2004 and 2008, he divided seats into "likely," "lean," and "toss-up." In theHouse, Bitzer found that 36 districts were likely Republican wins while 30 were likely Democratic wins. In addition, he found that 37 seats leaned Republican while six seats leaned Democrat. 11 House seats were deemed toss-ups.[4]
